Hayfever is caused by pollen, and grass spores (which are what most people are allergic to) are at their peak in June and July, so you're likely to encounter it wherever you are in Europe. I would suggest taking some antihistamine (some top brand ones here are piriton, benadryl and clarityn), which are quite effective.
