Rhinitis Treatment Care

I am wondering what is the difference between hay fever and allergies. Today I have been sneezing constantly and it is very bothersome. I also get itching eyes, running nose, watery eyes, itchy nose, and feel very fatigue and irritated. Can someone tell me if this is allergies or hay fever? Also what is the best treatment for it?
